Rajasthan Electronics & Instruments Limited (REIL) has invited bids for a 5 MW grid-connected rooftop solar photovoltaic power plant project in Jammu & Kashmir. The project, valued at ₹9.80 crore, involves survey, design, supply, erection, testing, commissioning, and five years of comprehensive operation and maintenance of solar power plants on state government buildings. The tender was published on September 16, 2025, and the deadline for bid submission is October 7, 2025.

The bidding process will involve an open domestic tender followed by an e-reverse auction. A pre-bid conference will be held on September 23, 2025, to address queries and provide clarifications. The Earnest Money Deposit (EMD) is set at ₹3,92,000 per MW of quoted capacity, and the Performance Bank Guarantee (PBG) requirement is 3% of the awarded value.

The tender is open to Class-I local suppliers, and the contract may be split among multiple bidders depending on feasibility. Micro and Small Enterprises (MSEs) are exempt from EMD submission but must provide a UDYAM certificate and a bid securing declaration. The successful bidder will be required to furnish a PBG within 21 days of the work contract issuance, which must remain valid for 60 months from the scheduled completion date.
