Telecommunications Consultants India Ltd. (TCIL), a government-owned enterprise, has issued an Expression of Interest (EOI) for a partner to work on a solar energy project in the Agalega Islands, Republic of Mauritius. The project involves designing, manufacturing, supplying, installing, testing, and commissioning three micro-grid solar photovoltaic (PV) systems and modular battery energy storage. The aim is to enhance renewable power generation and reduce dependence on fossil fuels in remote island regions.

The tender process has specific timelines, with clarifications accepted until August 30, 2025, and bid submissions opening on September 5, 2025. Bidders must meet eligibility criteria, including minimum financial turnover, positive net worth, and experience in executing similar projects. They must also demonstrate technical expertise in PV systems, battery energy storage, and associated civil works.

To participate, bidders must provide an Earnest Money Deposit (EMD) of MUR 2,95,000, valid for 210 days, which will be returned to unsuccessful bidders within 30 days after the bid validity expires. The successful bidder must also provide a Performance Bank Guarantee (PBG) of 10% of the contract value, valid until 60 days beyond the defects liability period.

The contract completion period is 12 months, excluding shipment time, and payment will be milestone-based. The project is significant for Mauritius, as it will provide cleaner, more stable, and sustainable energy to local communities. TCIL is seeking a back-end partner for exclusive collaboration on this international project, with strict compliance with both client and TCIL conditions.
