The American Clean Power Association (ACP) and The Brattle Group have released a comprehensive Energy Storage Market Reform Roadmap. The report highlights key reforms that regional grid operators can implement to tap the full potential of energy storage technologies. While energy storage has proven to enhance grid reliability and efficiency in some regions, such as California and Texas, many others have yet to harness its benefits.

Energy storage technologies offer a reliable, affordable solution to boost grid capacity, efficiency, and resilience, but outdated market structures limit its participation. The roadmap identifies several actionable reform opportunities:

* PJM Interconnection is modernizing its Surplus Interconnection Service (SIS) rules to accelerate energy storage deployment at existing generation sites.
* The Midcontinent Independent System Operator (MISO) region should improve capacity accreditation modeling to allow energy storage to contribute to grid reliability.
* PJM can update rules to enable storage resources to provide power during peak demand and enhance real-time market operations.
* Reforms in New York’s ISO rules would align energy storage capabilities with system needs, improving supply and demand balance, and reducing costs and stability.

By updating market rules to account for new technologies, regional electricity markets can enhance grid performance, lower costs, and support the evolving energy needs of Americans. The ACP and its members are committed to working with regional grid operators, state policymakers, and stakeholders to push forward these market reforms.
